Definition of Still-water level:
Still-water level (SWL) is the water level that would exist at a given location in the absence of short-period wind waves and wave-induced oscillations.
This is the common definition for Still-water level, other definitions can be discussed in the article

Still water includes the effects of tide, storm surge, atmospheric pressure, wind setup, river discharge where relevant, and longer-term sea-level variations, but excludes the instantaneous wave crest/trough motion, wave run-up, swash, wave overtopping and local wave set-up unless explicitly stated otherwise.
