Definition of Effective stress in soils:
Part of the total stress that is carried by the soil skeleton (i.e., the contacts between sediment particles).

Notes
The concept of effective stress applies to saturated soils. It equals to the difference between the total stress (usually the weight of overlying soil + pressure exerted on the soil surface) and the pore pressure (i.e., the pressure of the interstitial water). It is the force that keeps the soil rigid.
