The Stockholm Declaration was adopted at the United Nations conference on the human environment in 1972.
This Declaration laid down the fundamental principles and main objectives of environmental policy, including policy on the marine environment.
According to Principle 7, it is the duty of States "to take all possible steps to prevent pollution of the seas"
