The article advocates consideration of Capacity Building as a key requirement for a successful implementation of the European Maritime Policy. Such a recommendation was incorporated in the contribution of ENCORA to the consultation of the EC on the future European Maritime Policy in 2006. This recommendation remains valid today; so far, the Maritime Policy has not launched any particular action in this field.
